Somalia launches National Consultation Forum to address constitution, electoral reform
Former presidents, federal and state officials, Somali leaders, and scholars attended the meeting. Some key opposition parties did not attend, stating that certain conditions had not been fulfilled.
Somali President Hassan Sheikh Mohamud officially launched the National Consultation Forum in Mogadishu. The initiative aims to address national unity and major political issues such as the completion of the Constitution, the electoral system, counter-terrorism measures, and state-building efforts.

In his speech at the opening of the forum, President Hassan restated his government’s goal to shift the country toward a direct electoral process.
He said the intention is to give Somali citizens the opportunity to vote directly for their leaders under a one-person, one-vote system.
He noted that there is broad agreement across the political spectrum, including both government and opposition figures, against the continuation of the indirect voting system that has been used in past elections. He said that the system lacked transparency and weakened democratic practices.
“This forum reflects our dedication to incorporating diverse perspectives on the path to statehood,” said President Hassan.
“Our government is committed to dialogue and consultation, something that has long been absent from Somalia’s political leadership. The door remains open for all to participate in shaping the statehood we aspire to build,” he added.
President Hassan also said that while the international community continues to provide assistance, the responsibility for the country’s future rests with Somalis themselves.
He emphasised the role of local political actors and citizens in making decisions about the country's direction.
