President Ruto appoints Prof Makau Mutua as Senior Advisor on Constitutional Affairs

Ruto said Prof Mutua, who is a close ally of ODM leader Raila Odinga, brings vast experience in legal, constitutional, and human rights matters to the role.

President William Ruto has appointed Prof Makau Mutua as the Senior Advisor on Constitutional Affairs in the Executive Office of the President.

In a statement on Tuesday, Ruto said Prof Mutua, who is a close ally of ODM leader Raila Odinga, brings vast experience in legal, constitutional, and human rights matters to the role.

“I have appointed Prof Makau Mutua as the Senior Advisor of Constitutional Affairs in the Executive Office of the President. Prof Mutua brings a wealth of experience in legal, constitutional and human rights matters,” the President said.

He congratulated Mutua on the appointment and welcomed him to join a team of public servants tasked with driving the Bottom-Up Economic Transformation Agenda (BETA).

Prof Mutua is a distinguished academic and legal expert.

He currently serves as a SUNY Distinguished Professor and the Margaret W. Wong Professor at the University at Buffalo School of Law. He previously served as the school’s dean from 2008 to 2014.

Mutua teaches courses in international human rights, international business transactions, and international law. His educational background includes degrees from the University of Nairobi, the University of Dar es Salaam, and Harvard Law School.

A highly regarded figure in international law, Mutua is a vice president of the American Society of International Law and a member of the Council on Foreign Relations.

In 2002-2003, while on sabbatical in Kenya, he chaired the Task Force on the Establishment of a Truth, Justice, and Reconciliation Commission, which recommended the establishment of a truth commission for Kenya. He was also a delegate to the National Constitutional Conference, which produced a contested draft constitution for the country.

Prof Mutua is the author of several influential books, including Kenya’s Quest for Democracy: Taming Leviathan (2008), Human Rights NGOs in East Africa: Political and Normative Tensions (2008), and Human Rights: A Political and Cultural Critique (2002).

He has written extensively, publishing numerous scholarly articles, as well as dozens of opinion pieces for major outlets like The New York Times, Boston Globe, Christian Science Monitor, Chronicle of Higher Education, and The Washington Post.

Additionally, he has conducted numerous human rights, diplomatic and rule of law missions across Africa, Latin America and Europe.
