KeNHA Director General Eng Kungu Ndungu resigns, Eng Luka Kimeli appointed acting DG
The Authority has not provided reasons for Ndungu’s resignation.
The Kenya National Highways Authority (KeNHA) has announced the resignation of its Director General, Eng. Kungu Ndungu, marking yet another top leadership change in the roads sector. His resignation takes effect from July 11, 2025.
In a notice issued Friday, the KeNHA Board of Directors confirmed Ndungu’s departure and said that in consultation with the Ministry of Roads and Transport, Eng. Luka Kimeli had been appointed as Acting Director General, also effective July 11.

“The Board of Directors hereby announces the acceptance of the resignation of Eng. Kungu Ndungu as Director General of the Kenya National Highways Authority, effective July 11, 2025,” read the statement.
“The appointment of Eng. Luka Kimeli as Acting Director General takes effect from July 11, 2025,” it added.
The Authority has not provided reasons for Ndungu’s resignation.
Ndungu took over as Director General in October 2021, succeeding Peter Mundinia, whose six-year term ended in August that year. Before his appointment, he served as KeNHA’s Director of Road Asset and Corridor Management.
His resignation comes just hours after a similar exit was announced at the Kenya Rural Roads Authority (KeRRA), where Eng. Philemon Kandie stepped down as Director General. KeRRA’s Board immediately appointed Eng. Jackson K. Magondu as Acting DG following Kandie’s resignation.
The simultaneous resignations of both DGs at two key national roads agencies have triggered attention across the transport sector.
Both agencies are currently overseeing critical infrastructure projects under the national road network improvement programme.
