IPOA concludes probe into State House aide's fatal shooting of driver Amos Langat

IPOA’s update follows concerns raised by the family, through their lawyer, that the case was being neglected and risks being covered up, denying them justice.

An investigation into the fatal shooting of Nairobi-based driver Amos Langat by a police officer attached to State House spokesperson Hussein Mohamed is nearing conclusion.

The Independent Policing Oversight Authority (IPOA) confirmed it has finalised its probe and forwarded the file to the Office of the Director of Public Prosecutions (ODPP) for action.

Langat was shot dead on March 23 in the Kwa Mungai area of Dagoreti by Corporal Muhammed Yusuf Keinan following a dispute over a pool game bet.

The officer, who is assigned to State House, allegedly used a Ceska pistol in the incident, recorded under OB NO. 56/23/03/2025 at Muthangari Police Station.

In a letter dated July 11, 2025, IPOA informed the family’s lawyer, Kipkoech Ng’etich, that independent investigations into Langat’s killing had been concluded and the file forwarded to the ODPP.

“We refer to your letter dated July 8, 2025, Ref GKL/CIV/61/2025 and wish to inform you that the authority concluded independent investigations into the fatal shooting of Amos Langat, which occurred on February 23, 2025,” IPOA said in the letter signed by E Lagat on behalf of the chief executive.

However, IPOA revealed that upon review, the ODPP identified gaps in the investigation that are currently being addressed.

“We had earlier submitted the file, but the ODPP identified certain gaps and advised the authority to address them, before re-submitting the file for further consideration,” reads the letter.

“Please be informed that the issues are currently being addressed, and once resolved, the file will be returned to the ODPP as directed. Kindly note that this matter is receiving the utmost attention, and any developments will be communicated to the family.”

IPOA’s update follows concerns raised by the family, through their lawyer, that the case was being neglected and risks being covered up, denying them justice.

Speaking at Arogyet village, Langat’s father, Daniel Kiplangat Sigei, lamented that neither IPOA nor the Directorate of Criminal Investigations (DCI) had kept them informed.

“We are in the dark about the investigations, if any. Nobody has informed us about anything. Amos came home in February this year to supervise the construction of a brick house for his young family. That was the last time we saw him alive. The next time, he was dead. But it seems the investigations have grown cold,” Sigei told Nation.

He described his son as humble and hardworking, saying justice must be served.

“All we want is justice for Amos. He was not a criminal to warrant the violent death that he was subjected to by a person known to him. He was a pillar to our family, and we have now been left on our own with no one to look up to,” he said.

His wife, Sarah Sigei, echoed the call for justice.

“While we depend on the police to protect us as citizens, they stand accused of killing with impunity, and my son is sadly now part of the statistics,” she said.

His widow, Faith Langat, who now struggles to provide for their young child, said life has become unbearable.

“Raising rent, food and medication for the child and myself is a major issue as I do not have a source of income due to the fact that my late husband was the sole provider of the family,” she said.

She recalled the events of the fateful day, saying, “I spent time with him on the material day in the shop where I was working until around 3 pm, when he said he was going to Amboseli to meet his social friends. Little did I know that would be the last time I would be seeing him.”

Later that evening, he sent her Sh200 via M-Pesa for supper, but never returned.

“I heard gunshots while preparing supper, but did not pay much attention to them. After about an hour, I called him, but a friend picked up and told me he had fallen sick and had been rushed to Maria Immaculate Hospital,” she said.

At the hospital, she found Langat in the ICU.

“His friends later came to the house and informed me that he had not made it, that he had passed on. It was very devastating news,” she said, tears streaming down her face.

She said that the government has not reached out to the family regarding the killing.

“I am appealing to the government to assist us in getting justice for Amos, whose life was cut short in the most painful manner and for reasons that have not clearly been explained,” she said.
