IEBC unveils nomination dispute framework ahead of November by-elections

The Independent Electoral and Boundaries Commission (IEBC) has issued a new set of directions detailing how disputes arising from nominations for the November 27, 2025, by-elections will be handled.
The announcement, signed by Chairperson Erastus Edung Ethekon, highlights the timelines, venues, and submission procedures for complaints, emphasising the Commission’s commitment to fair and efficient resolution of electoral disputes.

According to the gazette notice dated October 9, 2025, all nomination disputes must be determined within ten days of filing and not later than October 21, 2025.
The Commission noted that all hearings will take place at venues designated by IEBC, and complainants will receive official notifications of their sessions through email or telephone.
“Those wishing to submit complaints may do so physically at Anniversary Towers or electronically via the official Commission emails, [email protected] or [email protected],” reads the gazette notice in part.
IEBC has also made the official Complaint Form and the Rules of Procedure on Settlement of Disputes accessible on its website for easy reference.
The guidelines, issued under the authority of Articles 88 (4) of the Constitution, section 4 of the IEBC Act, and Regulations 98 (1) and (2) of the Elections (General) Regulations, 2012, aim to streamline the handling of nomination-related grievances ahead of the polls.
On October 9, 2025, the Commission concluded the registration of candidates in preparation for the by-elections across 24 electoral areas, officially marking the start of the campaign season.
With the registration phase closed, IEBC set aside a ten-day window to address disputes emerging from the nomination process before campaigns fully take off.
In its statement, IEBC called on all aspirants to uphold peace and integrity throughout the campaign period, urging them to comply with the electoral code of conduct.
“Candidates are urged to strictly adhere to the code of conduct during the electioneering period,” the statement read.

The Commission also confirmed that it has received the necessary financial support from the National Treasury to conduct the by-elections without interruptions.
“We would like to assure the country and citizens that all preparations are in top gear, and the resources we needed to conduct successful by-elections are now available to us,” Ethekon stated. His remarks come after earlier concerns in September over funding shortfalls, which had raised fears of possible delays.
