IEBC dispatches ballot papers ahead of November 27 by-elections

Commissioner Hassan reported that most ballot papers have already been sent from the IEBC warehouse in Nairobi to the respective areas.

The Independent Electoral and Boundaries Commission (IEBC) has launched the distribution of ballot papers and election documents to 20 regions ahead of the November 27 by-elections.

This marks a critical stage in the commission’s preparations, with the mini-polls seen as an early gauge of political party strength ahead of the 2027 general elections.

The dispatch of materials was officially flagged off in Nairobi on Friday by Commissioner Hassan Noor Hassan, who confirmed that all arrangements have been completed to ensure a secure and transparent voting process.

The upcoming by-elections will fill seats left vacant due to resignations, court rulings, or the deaths of previous officeholders.

Commissioner Hassan reported that most ballot papers have already been sent from the IEBC warehouse in Nairobi to the respective areas.

However, he noted that two constituencies in Turkana, Turkana North (Lake Zone County Assembly Ward) and Turkana West (Naanam County Assembly Ward), will receive their materials via air transport on Saturday because of their remote locations.

“The Commission has finalised plans to dispatch election materials to all areas. The safety of the electoral materials is secured from the IEBC warehouse in Nairobi to the respective regions. Our teams will receive the election materials and place them in safe custody,” he said.

Returning officers in all affected areas are on standby to take custody of the materials.

They will remain under strict security until distribution to polling stations, scheduled for Wednesday, a day before the polls.

“The ballot papers and statutory forms will be opened and distributed on Wednesday, one day before election day,” Commissioner Hassan explained, emphasising that every step is being carried out according to the commission’s rules and procedures.

He urged candidates, political parties, and their supporters to conduct themselves peacefully during the final campaign period.

Voters, he said, should exercise their democratic right and take part in the elections in large numbers.

“As we move closer to election day, we appeal for calm and non-violence. Let the will of the people prevail,” Commissioner Hassan added.

The upcoming by-elections arrive amid heightened public attention on the IEBC following recent political disputes and legal challenges over election management.

A well-managed process, the commission hopes, will strengthen confidence in its ability to deliver credible polls.

Security agencies have been fully briefed on deployment plans to guarantee the safe transportation of materials and orderly conduct at all polling sites.

Officials expect all arrangements to be in place before the weekend concludes.
