Philip Aroko, Boyd Were slapped with Sh1 million fines over campaign violence in Kasipul

The Independent Electoral and Boundaries Commission (IEBC) has imposed Sh1 million fines on Kasipul by-election contenders Philip Aroko and Boyd Were after campaign-related clashes turned deadly.
The penalties come amid growing concerns over violations of the harmonised campaign timetable, which the Commission says contributed to violent confrontations in the constituency.

Following a disciplinary review, the IEBC said Aroko, who is running as an Independent, and Were of the ODM party failed to respect the agreed campaign schedule, directly escalating tensions between supporters.
“The committee placed responsibility squarely on the shoulders of the two candidates, saying their lack of discipline had inflamed tensions instead of guiding their supporters toward peaceful engagement,” the Commission noted.
Aroko has been issued a formal warning to comply fully with the IEBC’s timetable, while Were was similarly cautioned that the jointly agreed schedule must be followed without exception.
The Commission highlighted that the breaches fueled the chaos that resulted in fatalities, urging all political actors to prioritise calm and order during the electoral process.
The IEBC also stressed that both candidates are now on final notice.
Any repeat of such violations could attract stricter sanctions, including potential disqualification from the by-election.
The Commission emphasised that all candidates, regardless of political influence, will face consequences for breaking electoral rules.
The violence has sparked alarm in Kasipul, with residents and observers calling for tighter enforcement of campaign regulations to safeguard voters.
As the by-election draws closer, the spotlight remains on Aroko and Were to demonstrate discipline, restore peace, and ensure the election is conducted in a secure environment.
