Garissa County signs MoU with KMPDU to boost doctors’ careers and staffing

Garissa County and the Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) have signed a memorandum of understanding (MoU) aimed at improving conditions for doctors and strengthening healthcare delivery.
The agreement, finalised on Friday after discussions between Governor Nathif Jama, his team, and union officials, outlines key commitments on promotions, staffing, and study leave approvals.

KMPDU Secretary General Dr Davji Atellah described the discussions, held at the union’s Nairobi offices, as producing a “progressive and actionable work plan” that addresses long-standing concerns affecting doctors in the county.
He said the pact signals a constructive shift in how the county engages with medical staff.
A major component of the MoU is the redesignation of 20 doctors who have remained in Job Group M.
Garissa County has committed to issuing its Job Group Q appointment letters by December 17, 2025, ending years of stagnation and dissatisfaction.
The MoU also ensures that all study leave applications submitted by doctors have been approved.
According to the union, 19 doctors are pursuing postgraduate studies, while six are enrolled in fellowship programmes to expand the county’s pool of specialists.
On staffing matters, 19 doctors currently on two-year contracts will be converted to permanent and pensionable (PnP) terms once their contracts end next year.
KMPDU has consistently highlighted that over-reliance on contract positions weakens workforce stability.
The agreement further provides for the recruitment of eight additional doctors within the current financial year, aiming to fill staffing gaps and improve medical service coverage.
“The County Finance Department will engage with the KMPDU Accounts Office to ensure the timely remittance of all deducted union dues. KMPDU officials plan to conduct an official visit to Garissa County within this month,” Atellah added.
County officials say the MoU represents a strong commitment to supporting healthcare professionals while enhancing service delivery for residents.
The partnership is seen as a critical step toward a more stable, motivated, and better-resourced medical workforce in Garissa.
