Appointments Committee approves Beatrice Moe, Dorcas Oduor nominations to Cabinet

The National Assembly Committee on Appointments has approved the nomination of Beatrice Askul Moe and Dorcas Oduor as East African Community Affairs and Regional Development Cabinet Secretary and Attorney General nominees.

This followed their vetting on Friday, August 9, 2024.

The committee's report was tabled in the National Assembly by Minority leader Junet Mohamed on Wednesday morning.

"This house approves the appointment of the following persons, Beatrice Askul Moe as Cabinet Secretary for East African Community Affairs and Regional Development and Dorcas Oduor as the Attorney General of the Republic of Kenya," Junet said.

Oduor previously served as Secretary of Public Prosecutions at the Office of the Director of Public Prosecutions (ODPP).

She is an advocate of the High Court of Kenya and holds a Master of Arts in International Conflict Management from the University of Nairobi.

She also attained her Bachelor of Laws (LL.B) degree from UoN and a Diploma in Law from Kenya School of Law.

She had also worked as the Deputy Chief State Counsel and as a State Counsel for the (department of Public Prosecution).

Still at the ODPP, she has served in various capacities including Deputy Director of Public Prosecutions (ODPP), Head of Economic, International and Emerging Crimes Departments) (ODPP).

Oduor has also worked as the Assisting Counsel Kiruki Commission on Artur Brothers, Chair of the Board on Criminal Psychiatrists (on behalf of the Attorney General) and member of the National Task Force on Money Laundering and Terrorist Financing.

She has also worked at the Joint Secretary Police Reform Commission, (Ransley Commission).

In addition, Oduor has been a member of various agencies/commissions including as Chairperson of the Board of Review on Mentally Insane (Criminal Psychiatric), Assisting Counsel Bosire Commission on the Goldenberg Affair and assisting Counsel Akiwumi Commission on Land Clashes.

During her vetting, the AG nominee disclosed having a net worth amounting to Sh85 million, made up of land, houses and a car.

Net worth

"Since my late husband died, we have not distributed amongst my children, the total family worth is Sh85 million," Oduor said.

The nominee also revealed that she has the Order of the Grand Warrior (OGW) and Elder of the Order of the Golden Heart (EGH).

On the other hand, the CS nominee for EAC, Moe, disclosed that she has a net worth of Sh100 million.

However, she clarified that this wealth does not belong to her alone but to her family and community.

She emphasised that her culture values communal living and explained that her husband, who has been working outside Kenya for the past 17 years, is the one whose hard work has contributed to the accumulation of this wealth.

"I am from a pastoral community that is still rich in culture. There's nothing about me in that worth. It is not mine, there's nothing under my name but because culture allows us to live the way we live, in terms of communal life, and family life that worthiness is not cash. It is the property we have,” Moe said.

Moe is a social scientist and a consultant by profession with specialised skills in the development and management of community affairs, towards behavioural and social change in communities.

Before her nomination, she was a member of the ODM party's National Elections Coordinating Committee, a three-member entity tasked with coordinating the party's elections to end the culture of selling tickets to the highest bidders.

She also previously served as the County Executive Committee Member in charge of Water, Irrigation, Agriculture and Land Reclamation in the Turkana County Government and was a director of the Rift Valley Water Services Board and chairperson of the Technical Committee of the Rift Valley Water Services Board.

Moe also chaired the Audit Committee to the Rift Valley Water Services Board, was a Project Officer, AMREF Kenya Turkana Project and Relief Officer for the Oxfam Turkana Relief Programme.
