MPs threaten to censure Treasury CS Njuguna Ndungu over delayed NG-CDF

Members of Parliament are now threatening to censure Treasury Cabinet Secretary Prof. Njuguna Ndungu over the delayed release of funds from the National Government Constituency Development Fund (NG-CDF). This is despite promises on several occasions, the last one given by the Speaker of the National Assembly, Moses Wetangula, who had told the MPs that the treasury had undertaken to release the funds by the 20th of December last year.

While speaking at the Parliament buildings on Tuesday, January 9, 2024, MPs drawn from various political divides expressed their frustration at not receiving the funds in their accounts, posing a threat to the education of hundreds of thousands of students reliant on NG-CDF bursaries.

Leading a delegation of 30 MPs, Rarieda Member of Parliament Otiende Amollo emphasized that numerous students are left stranded due to the government's failure to release the funds, highlighting that 35 per cent of the NG-CDF money is set aside for bursaries.

“No single cent has been dispersed in this respect with the consequence that pupils and students are stranded all over the country. CDF allocation should be Ksh 63b. We should have received at least 75 per cent of the money by now, which is around Ksh 43B, but to date, we haven’t received anything despite some utterances that you may have heard elsewhere,” he said.

While dismissing a government memo suggesting that NG-CDF funds couldn't be released due to intended amendments to the NG-CDF Act, Otiende stated that the memo was deemed "misguided, unlawful, and improper."

“We demand that the entire allocation of the CDF must be released within 7 days as is due. If that is not done, we will call for a special sitting of the house and draft an appropriate motion against the CS treasury and the NG-CDF board or any other entity as we may determine at the time,” he asserted.

Kabuchai MP Majimbo Kalasinga, a Ford Kenya MP, said the treasury had misled the speaker by assuring him that the money would be released by 20th December.
