Kenya unveils report to protect Non-Profit Organisations from illegal activities

In February 2024, Kenya came under increased scrutiny by the Financial Action Task Force (FATF) due to concerns about the potential misuse of NPOs for terrorism financing.
Kenya has launched a comprehensive risk assessment report targeting Non-Profit Organisations (NPOs).
This initiative was unveiled by Principal Secretary for Internal Security and National Administration Dr Raymond Omollo, Principal Secretary for Internal Security and National Administration on Thursday.

The report aims to safeguard both local and international NGOs, Community-Based Organisations (CBOs), Companies Limited by Guarantee, Trusts, and Faith-Based Organisations from being exploited for illegal activities.

Speaking at the launch, PS Omollo emphasised the non-profit sector's vital role in community development and service provision.
However, he acknowledged that these organisations are also targets for abuse, with some being used to channel illicit funds.
"Non-Profit Organisations are particularly vulnerable to exploitation, with some registered entities acting as conduits for transferring illicit funds. In certain instances, legitimate resources intended for humanitarian causes are being diverted to support terrorist activities." Omollo said.
The FATF, an international body that promotes policies to combat money laundering and terrorism financing, pointed out the risks that NPOs face.
The newly launched report is critical in enhancing NPO security, identifying these entities as particularly vulnerable to exploitation.
Omollo said these are part of Kenya's ongoing efforts to balance the need for development assistance and humanitarian aid with the imperative of safeguarding national and international security.
