NTSA: Vehicle ownership transfers now instant via e-Citizen

The National Transport and Safety Authority (NTSA) has rolled out a new digital system that allows motor vehicle ownership transfers to be completed entirely online through the eCitizen platform.

Under the new arrangement, the current owner starts the process by logging into their eCitizen account, choosing the vehicle in question, uploading the logbook and submitting the buyer’s details.

Once that step is complete, the buyer receives a prompt to approve or reject the transfer electronically.

NTSA explained that the digital upgrade has reduced the number of internal checks, making it possible for applications to be finalised in minutes.

Once the transfer is confirmed, a new logbook is produced within three working days.

The buyer can then collect it at a selected NTSA centre by presenting the old logbook alongside their original identification documents.

The Authority highlighted that every application now generates a unique reference number, allowing both parties to follow up on progress in real time.

The system also creates a digital audit record for every stage, a measure designed to enhance accountability and curb fraudulent dealings.

If an application is turned down, the seller is immediately notified through an SMS with the reason clearly stated.

The Authority noted that the application can be corrected and resubmitted without additional charges.

At the same time, NTSA urged motorists not to pay bribes, stressing that all dealings must be carried out through official digital channels.

It also reminded the public that driving a vehicle under the previous owner’s name beyond 14 days without completing the transfer breaches the Traffic Act.

The Authority advised prospective buyers to always conduct a search on the NTSA portal before completing a purchase in order to confirm the correct owner.

“If contacted by any person(s) or through an unofficial channel, advising that a transfer of ownership application can be fast-tracked or influenced in any way, please report the matter to the nearest NTSA office or the EACC for further action,” NTSA stated.

According to the Authority, the move to a fully online platform will not only ease service delivery for Kenyans but also increase transparency, strengthen security and ensure better compliance with existing road traffic laws.
