Kisumu County City manager under EACC investigation for forgery, fraudulent travel allowances

Wanga is facing multiple charges, including forgery, fraudulent acquisition of public property, and presenting false documents, following an investigation into his official conduct.

The Ethics and Anti-Corruption Commission (EACC) has summoned Kisumu County City Manager Michael Abala Wanga to appear at the Integrity Centre ahead of his court arraignment over graft allegations.

According to the summons seen by The Eastleigh Voice, the Commission says it has received concurrence from the Director of Public Prosecutions (DPP) to prefer charges against Wanga over claims that he used forged academic certificates to fraudulently secure employment as Kisumu County City manager.

The commission further alleges that, in his capacity as city manager, Wanga used forged documents to facilitate travel and payment of allowances for a female non-staff member who accompanied him on official duty to Lagos, Nigeria, from July 8 to July 12, 2024. The woman was falsely presented as a County Government of Kisumu employee at the expense of the County Government.

"Consequently, the Commission hereby directs Mr Michael Abala Wanga, the Kisumu County City Manager, to present himself at EACC Headquarters, Integrity Centre, Nairobi, immediately for processing and arraignment," the summons reads.

The summons states that Mr Wanga is to be charged with forgery, contrary to section 345 as read with section 349 of the Penal Code; fraudulent acquisition of public property, contrary to section 45(1) as read with section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003; and uttering false documents, contrary to section 353 as read with section 349 of the Penal Code, the summons signed by EACC CEO Abdi Mohamud adds. He will also face charges of presenting forged certificates, contrary to section 34(a) of the Kenya National Examinations Council Act.
