Ruto appoints Issack Hassan as IPOA chair in key leadership reshuffle

Ruto also named former Starehe MP and musician Charles Njagua Kanyi (commonly known as Jaguar), alongside Dorothy Jemator Kimengech, as members of the CAJ.
President William Ruto has officially appointed former Independent Electoral and Boundaries Commission (IEBC) chairperson, Ahmed Issack Hassan, as the new chair of the Independent Policing Oversight Authority (IPOA).
The appointment was confirmed through a gazette notice published on December 5, 2024.

"In exercise of the powers conferred by section 11 (8) of the Independent Policing Oversight Authority Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Ahmed Issack Hassan to be the chairperson of IPOA," reads the notice.
Alongside Ahmed’s appointment, the President named several other members to the IPOA, including Annette Mudola Mbogoh, Kenwilliams Nyakomitah, Ann Wanjiku Mwangi, Boniface Kipkemoi Samati, Jackline Lukalo Mwenesi, John Muchiri Nyaga, and Micah Onyiego Nyakego.
In addition, Ruto appointed Charles Orinda Dulo as the new chairperson of the Commission on Administrative Justice (CAJ).
The gazette notice states: "I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Charles Orinda Dulo to be the chairperson of the Commission on Administrative Justice."

Further, Rehema Dida Jaldesa was appointed as the new chairperson of the National Gender and Equality Commission (NGEC). Jaldesa will be assisted by Michael Mbithuka Nzomo, who was also named as a member of the NGEC.
"In exercise of the powers conferred by Article 250 (2) of the Constitution and in accordance with the procedure set out in section 11 (9) of the National Gender and Equality Commission Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Rehema Dida Jaldesa to be the chairperson of the National Gender and Equality Commission," reads the gazette notice.
