Ugandan President Yoweri Museveni has appointed the State Minister for Higher Education, Dr John Chrysostom Muyingo, as the Acting Minister of Education and Sports, temporarily taking charge of the Ministry in the absence of its substantive minister, First Lady Janet Museveni.
The appointment was announced in a directive issued by State House on Thursday, citing the President's powers under Article 99(1) of Uganda's Constitution. It said Dr Muyingo will oversee the Ministry's operations until the substantive minister resumes office.
"In the exercise of the powers vested in the President under Article 99(1) of the Constitution of the Republic of Uganda, Yoweri Kaguta Museveni has appointed John Chrysostom Muyingo as the Acting Minister of Education and Sports in the absence of a substantive Minister. The appointment takes immediate effect," the statement said.
The appointment comes days after President Museveni disclosed that the First Lady had been battling a serious illness. Speaking during celebrations marking her 78th birthday on Wednesday, the Ugandan leader said Janet fell ill in March but is now recovering after receiving treatment.

President Museveni thanked the medical team involved in her treatment and said she was recovering well.
He also reflected on their long relationship, recalling that they reunited in Nairobi in 1972 after a period apart, and praised her for raising their family during the years he was engaged in Uganda's liberation struggle.
"God, using good doctors, saved Maama's life, and she is now recovering well," President Museveni stated.
According to the State House Press Unit, the President further expressed immense gratitude for her recovery, noting that the enemy miscalculated by attacking her on a date that historically marks the 1979 defeat of dictator Idi Amin's forces at Rugaando.
Janet has served as Uganda's Education Minister since 2016. Before that, she was the Member of Parliament for Ruhaama County in Ntungamo District from 2006 to 2016 and concurrently served as Minister for Karamoja Affairs between 2011 and 2016.
She is also the founder of the Uganda Women's Effort to Save Orphans (UWESO), a charitable organisation that supports vulnerable children.
