Kenya's election observer team lauds Somaliland's polls, says process free and fair

The Kenya International Election Observer Mission has declared the 2024 Somaliland presidential and political party elections free and fair, describing the process as credible and transparent. The elections, held on November 13, marked Somaliland's fourth consecutive presidential vote and showcased its commitment to democratic principles.

In a statement, the observer mission highlighted the professionalism and dedication of the Somaliland National Electoral Commission (NEC).

"The NEC demonstrated professionalism and commitment in organizing an election that reflects the will of the people," the mission noted in its report.

The Kenyan observer team, which included 10 members, was invited by the NEC to monitor the electoral process. The observers assessed key regions such as Hargeisa, Berbera, and Borama, focusing on pre-election preparations, polling day activities, and vote counting.

In their report, the mission said they adhered to international and regional principles for democratic elections, with their findings emphasising the peaceful atmosphere surrounding the entire process.

"The peaceful environment observed throughout underscores Somaliland's dedication to democracy. Free and fair elections are vital for fostering trust in institutions and ensuring peaceful transitions of power," read part of the report.

The team also praised the NEC for developing an election roadmap in consultation with political parties and candidates. Efforts to enhance inclusivity and transparency, such as prioritizing vulnerable groups like the elderly and nursing mothers at polling stations, were also noted.

Smooth and orderly process

The observers described the voting process as smooth and orderly. After visiting over 60 polling stations, the mission said they found that polling staff demonstrated professionalism and managed the process efficiently. Measures to involve youth in the electoral process, including training them as polling clerks and presiding officers, were particularly commended.

"Civil society organisations also played a role by engaging the public before the polls, and media outlets provided balanced reporting in line with legal requirements," the team said.

However, the observer mission pointed out areas for improvement. Challenges such as technical issues with biometric verification systems and logistical lapses with some ballot boxes were noted.

"Some ballot boxes lacked fitting lids or proper seals, which is an area that requires attention in future elections," the report stated.

Accessibility issues for persons with disabilities and inadequate lighting at some polling stations were also highlighted as needing attention.

"Vote counting was observed to be consistent and transparent. All voters in queues at the official closing time were allowed to cast their ballots, ensuring no one was disenfranchised. Although long queues caused delays at certain polling stations, the process was managed effectively," they added.

The NEC's initiatives, including the use of special vehicle registration plates to regulate movement on election day, were also praised for contributing to the smooth conduct of the polls.

"The people of Somaliland have demonstrated their commitment to democratic principles by exercising their constitutional rights responsibly," the mission said.

The NEC was also recognised for its efforts to ensure inclusivity, including the establishment of mechanisms such as the Women Situation Room and Early Warning Systems to address election-related concerns.

The observer mission concluded by commending Somaliland for setting a strong example of democratic governance in the region. It called on all stakeholders to remain committed to upholding democratic values and to address the identified challenges to further improve electoral processes in the future.
