Rwanda extradites Indian terror suspect to New Delhi

The investigative agency stated that the suspect was arrested in Kigali following an Interpol red notice issued by the Republic of India on August 2, 2023.

Kigali has extradited a 39-year-old Indian man wanted by New Delhi for his association with an unnamed terror group operating in the country.

Announcing the extradition on X, the Rwanda Bureau of Investigations said Salman Khan, alias Salma, was extradited in line with the framework of international cooperation in combating cross-border crime.

The investigative agency stated that the suspect was arrested in Kigali following an Interpol red notice issued by the Republic of India on August 2, 2023.

“The extradition of the suspect demonstrates the commitment of the Government of Rwanda to ensuring the country does not become a haven for criminals,” the Bureau said.

According to The New Times Rwanda, the suspect is also involved in radicalisation activities against the Indian government.

The publication reported that, upon confirming Salman’s presence in the country, the Investigations Bureau notified the Government of India through Interpol and, on October 28, received a formal extradition request.

On November 12, the Minister of Justice and Attorney General, Emmanuel Ugirashebuja, issued the extradition order.

Prior to this case, the two countries did not share an extradition treaty, as confirmed by John Bosco, a senior official at the National Public Prosecution Authority.

Consequently, the Minister of Justice, in collaboration with Indian counterparts, established a reciprocal agreement over the past few weeks, which facilitated the case's processing.

Under the arrangement, any Rwandan criminal found on Indian territory will be extradited to Kigali at the Rwandan government's request, and vice versa.
