Duale said Shisha smoking remains illegal in Kenya since 2017 and anyone involved acted in contravention of the law.
He urged the law enforcement agents to intensify the raid on the Shisha dens that are operating illegally.
He was reacting to police and NACADA officials' raid on Friday evening where 25 people were arrested after a crackdown on a Shisha smoking establishment in Nairobi’s Kilimani area.
The operation led by the NACADA CEO Anthony Omerikwa in conjunction with the police netted 117 Shisha substances which included 100 Shisha bongs registered under different names.
Speaking after the raid the CEO warned Kenyans against Shisha smoking saying its consumption was illegal and anyone found smoking or selling the product would be arrested and taken to court.
He reiterated their commitment to enforce the 2017 ban that restricts the use, import, manufacture, sale, advertising, distribution and encouraging or facilitating the use of the substance.
