TSC warns school heads to strictly enforce safety standards after tragic fire

The Teachers Service Commission (TSC) has issued a stern warning to school heads, urging them to strictly adhere to safety standards within their institutions.

This comes in the wake of rising concerns about the failure of some school administrators to enforce crucial guidelines meant to safeguard learners.

In a circular dated September 13, 2024, seen by EastleighVoice, TSC CEO Nancy Macharia raised concerns that certain school heads were not implementing the Safety Standards Manual for Schools, a key document that outlines measures aimed at protecting learners.

The manual also aligns with the Code of Regulations for Teachers and the Code of Conduct and Ethics, which every school leader is required to follow.

Macharia highlighted that some school heads have shown a lax attitude toward enforcing government directives meant to ensure the safety and welfare of students.

"The Commission shall take firm disciplinary action against those found to have flouted the guidelines stipulated in the Manual, in accordance with the provisions of the Code of Regulations for Teachers and the Code of Conduct and Ethics," Macharia warned.

In her letter, she urged school leaders to implement the provisions of the manual and all government-issued circulars without fail.

The commission also emphasised the need for heightened supervision of learners, stressing the importance of detecting cases of indiscipline or unrest before they escalate.

Beyond maintaining internal discipline, Macharia instructed school heads to work closely with law enforcement to investigate cases of arson and misconduct in schools, ensuring that offenders face administrative and legal consequences.

Additionally, she called on school heads to collaborate with Ministry of Education field officers and the National Government Administration Officers (NGAOs) to sustain safety measures in their institutions.

"Together with the Deputy Heads of Institution and Senior Masters in charge of boarding programmes, you are required to be vigilant and remain in school at all times to ensure learners' safety," Macharia added.

This warning follows a tragic dormitory fire that broke out at Hillside Endarasha Academy last week, claiming the lives of 21 male pupils.

The cause of the blaze is yet to be determined, adding urgency to the Commission's call for strict compliance with safety protocols.
