Details of the new salary structure, housing allowance changes for civil servants

Civil servants will enjoy a significant pay rise starting July 1, after the government acted to prevent a planned strike due to its failure to honour a collective bargaining agreement (CBA).

Initially, the Union of Kenya Civil Servants (UKCS) had declared a work boycott in protest of the delay in implementing the CBA, which was scheduled to be rolled out in two phases.

The first phase of the CBA was scheduled to be effected from July 1, 2023, to June 30, 2024, with the second phase extending from July 1, 2024, to June 30, 2025.

According to a circular issued by Principal Secretary Amos Gatecha on June 6, 2024, as seen by the Eastleigh Voice, the second phase of the new pay structure will affect employees in grades CSG 17 through CSG 4.

The circular was addressed to the Controller of Budget, Principal Secretaries, and all county commissioners.

It also specifies that employees currently receiving house allowances for cluster categories will see new rates beginning July 1, 2024. Notably, the house allowance for the cluster 4 category will no longer apply.

In the updated pay structure, the lowest cadre, CSG 17, will see an increase from Sh16,920 to Sh19,340 per month.

Employees in CSG 16 will earn between Sh18,250 and Sh21,940 monthly. The highest-paid civil servants, under Grade 4, will receive between Sh182,890 and Sh339,780 per month.

The new salary bands for other grades are as follows: Grade 15 (CSG 15) will see salaries ranging from Sh19,340 to Sh23,520, while those in Grade 14 will be between Sh20,560 and Sh25,420.

Grade 13 will range from Sh25,420 to Sh32,000, Grade 12 will be from Sh28,620 to Sh35,720, while civil servants in Grade 11 will earn between Sh34,420 and Sh44,410.

Salaries for those in Grade 10 will range from Sh41,420 to Sh54,680, while those in Grade 9 will see salaries between Sh46,120 and Sh62,930.

Those in Grade 8 will receive between Sh52,330 and Sh92,030, while those in Grade 7 will earn from Sh92,030 to Sh127,340.

Pay for civil servants in Grade 6 will range from Sh105,570 to Sh175,070, and Grade 5 will see salaries between Sh146,360 and Sh245,000.

On Tuesday, Public Service Cabinet Secretary Justin Muturion announced that the Treasury has approved Sh1.5 billion for this pay adjustment.

"The State Department for Public Service will use the approved budget for FY 2024/2025 to ensure that our civil servants are well-compensated and motivated to serve Kenyans with excellence," he announced.

The CS added that the government's aim is to foster a performance-driven culture that will not only boost productivity but also restore public confidence in its services.
