Governor Mung’aro reshuffles Cabinet as Kenga becomes county assembly speaker

The move comes after the former Roads CECM, Catherine Kenga, was elected as the new Speaker of the Kilifi County Assembly during a special session held on Monday.

Kilifi Governor Gideon Mung’aro has reshuffled his county administration, appointing Philip Charo as the acting County Executive Committee Member (CECM) for Roads.

Charo currently serves as the Chief Officer in the same department.

The move comes after the former Roads CECM, Catherine Kenga, was elected as the new Speaker of the Kilifi County Assembly during a special session held on Monday.

In a statement issued by County Spokesperson Johnathan Mativo, Governor Mung’aro noted, “I hereby assign Philip Charo to undertake and discharge the duties of the offices of county secretary and CECM for Roads, Transport and Public Works temporarily.”

He also reassigned Hezekiah Mwaruwa, previously the Chief Officer in the Department of Finance, to serve in the Office of the Governor.

“Further to this, Engineer Hezekiah Mwaruwa was assigned to discharge duties of chief officer at the executive office of the governor.”

Mativo confirmed that the administrative changes are effective immediately, although they remain temporary.

Kenga joined the Kilifi County Government in 2023, following the 2022 General Election that brought Mung’aro into office.

She previously held the role of acting County Secretary after the removal of Martin Mwaro.

Her election as Speaker follows the ousting of her predecessor, Teddy Mwambire, who was removed from office through a vote of no confidence on June 30, 2025. Mwambire faced allegations of misconduct and constitutional violations.

The leadership changes mark a significant shift in the county’s political landscape as the administration seeks stability and continuity in governance.
