TSC clears 1,436 primary school teachers for deployment to junior schools

Over 1,400 primary school teachers have been cleared by the Teachers Service Commission (TSC) for deployment to junior schools after a rigorous vetting process that reviewed more than 3,700 applications.

Acting TSC CEO Eveleen Mitei said the commission received 3,718 applications from teachers seeking to transition to Junior Schools. After thorough vetting at the sub-county and county levels, 1,436 applicants were validated, verified, and approved for deployment.

“Out of the 3,718 applicants, 1,436 were validated and verified and found to be qualified for deployment to junior schools,” Mitei said.

The deployment will be overseen by sub-county and county directors, who must conduct an additional round of vetting before issuing official deployment letters.

Eligible teachers must be actively registered with the TSC, currently employed by the commission, and free of interdiction or ongoing disciplinary action.

Academic requirements include a minimum of a Diploma in Education, a C+ at KCSE (or its equivalent), and at least a C+ in two teaching subjects currently offered in the curriculum.

Teachers who scored a C plain at KCSE but later upgraded through bridging courses or higher qualifications before December 2015 also qualify.

However, the commission clarified that holders of a Bachelor of Education (primary option) are not eligible.

“We must ensure that learners in Junior Secondary are taught by teachers who are well-prepared to handle secondary-level content,” Mitei said.

Deployment will take into account proximity to current stations, subject combinations, gender balance, and the demand for Special Needs Education (SNE) teachers. Sub-County Directors will issue deployment letters for teachers within their jurisdictions, while County or Regional Directors will manage inter-county placements.

The circular also outlined promotion pathways for redeployed teachers. For example, teachers in Grade B5 with a Bachelor’s degree will be appointed to Grade C2, while those with a Diploma will move to Grade C1. Other grades will be adjusted according to qualifications and years of service.

To streamline the process, all posting, entry, and exit reports must be submitted online via the TSC Posting, Entry/Exit Reports Module.

“The commission no longer recognises or processes hard copy casualties. All reports must be submitted online,” the circular read.

County Directors are also required to submit certified copies of deployment documents, such as academic certificates, transcripts, KCSE certificates, and appointment letters, to TSC headquarters once the exercise concludes.

The circular further detailed vetting procedures. Sub-County Directors must verify and certify teachers’ academic certificates, transcripts, SNE qualifications, KCSE certificates, current payslips, and declarations from heads of institutions confirming that teachers are neither under interdiction nor facing disciplinary action.

Additionally, all deployment and appointment letters must be signed in duplicate—one copy for the teacher and one original for filing at TSC headquarters. The entire exercise must strictly follow the templates and timelines provided in the circular.
