Ruto said that in the new model, students living with disability will be paying only 5 per cent of the college fees as opposed to 25 per cent that such students paid in the older model.
"You are aware that people living with severe disability will benefit from the government-expanded cash transfer programme for us to look at people who are living with disabilities," said Ruto.
For the question on the distance and unavailable cyber services in certain parts of the country, the president assured that lawmakers have through the Constituency Development Fund come up with Information, Technology and Communication hubs across the country.
The President explained that he had added one band to the four bands that existed before to make them five.
This funding framework replaces the Differentiated Unit Cost (DUC) previously used to finance universities.
Unveiled on May 3, the model according to Ruto aims to ensure that all eligible students receive adequate educational financial support.
The model also promotes the provision and access to quality higher education and ensures that all students are equitably and adequately supported based on their financial needs.
