Revised education funding model set for September rollout, says CS Ogamba

The CS said the Presidential taskforce reviewing the 2023 model is finalising its recommendations to ensure equitable financing.

A new higher education funding model will be ready by September, Education Cabinet Secretary Julius Ogamba has announced, stating that the Presidential taskforce reviewing the 2023 model is finalising its recommendations to ensure equitable financing.

Ogamba said the taskforce appointed to review the 2023 higher education funding model is in the final stages of completing its report. The new recommendations, he noted, will address the challenges that have hindered equity in education financing.

"The Presidential taskforce had done a fantastic job in reviewing and taking into account all those issues Kenyans raised…what is going to come out is a model that is fit for purpose," Ogamba said while speaking in Eldoret, Uasin Gishu on Thursday.

He added that the report is being finalised and will soon be discussed to assess how it tackles issues present in the previous model.

“The report is being completed; they are finalising it, and once it is done, we will discuss the recommendations therein and how they have dealt with the teething problems in the previous model. Come September, when the new cohort is joining, they will be utilising the model that is fit for purpose without the challenges that the previous one has,” he said.

Concerns raised

The CS also confirmed that the report will address concerns raised in a petition that led to the High Court’s annulment of the 2023 funding model.

Additionally, Ogamba announced that the government will release Sh14 billion in capitation next week to support funding in public institutions. He reassured parents and students that no learner would be sent home for lack of fees, as school heads had been directed to keep students in class until the funds were disbursed.

"We had indicated that the capitation was released, but there is a shortfall of Sh14 billion, which the ministry is working closely with the Treasury to ensure it is released…we are hoping the Sh14 billion can be released by next week," he said.

He further emphasised the government's commitment to timely disbursement of capitation funds to avoid disruptions in learning.

“We are working to ensure that in future, the capitation is released on time so that the teachers and pupils do not experience the challenges they are going through. We have liaised with our headteachers not to send the students home because it is not the parents who pay the school fees, it is paid through government capitation,” Ogamba added.
