Arab League condemns RSF-linked move to form parallel government

Sudan has been engulfed in a devastating conflict since April 15, 2023, when a long-standing power struggle between the country’s two main military forces escalated into full-scale civil war.
The League of Arab States has strongly condemned the formation of a parallel government in Nyala, South Darfur, by a coalition affiliated with Sudan’s Rapid Support Forces (RSF), warning that the move threatens to deepen divisions in the country and derail efforts toward a peaceful resolution to the ongoing conflict.
In a statement following the coalition’s announcement on July 26, the League described the move as a blatant challenge to the will of the Sudanese people and an attempt to impose authority through military force.

It warned that such unilateral action risks escalating violence, increasing displacement, and undermining the possibility of a unified political settlement.
“The League of Arab States reaffirms its unequivocal rejection of the establishment of any parallel governments or administrations outside the constitutional and legal framework of the Sudanese state,” the General Secretariat said.
The League also emphasised the need to respect international humanitarian law to ensure unimpeded aid access for those affected by the conflict.
It called on the RSF-affiliated coalition to immediately halt all unilateral measures, commit to a cessation of hostilities in line with the 2023 Jeddah Agreement, and resume dialogue under regional and international mediation.
“The only path forward is a comprehensive political solution that reflects the aspirations of the Sudanese people,” the statement added.
The League also urged full compliance with United Nations Security Council Resolution 2736, which called on the RSF to lift its siege on El Fasher and demanded the protection of civilians and unimpeded humanitarian access.

Fighting between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) began in the capital, Khartoum, and quickly spread to other parts of the country. The conflict centres on a dispute over military control and integration.
Despite numerous international efforts to broker peace, a lasting ceasefire has yet to be achieved. As the war approaches its third year, Sudan is facing one of the world’s worst humanitarian crises, with millions displaced and access to aid severely limited.
The African Union Peace and Security Council (PSC), in a statement released after its 1292nd meeting on July 29, denounced “the creation of a so-called parallel government” and reaffirmed its “unwavering commitment to respect the sovereignty, unity and territorial integrity of the Republic of Sudan.”
The PSC made clear that it “only recognises the Transitional Sovereignty Council and the recently formed civilian transitional government,” rejecting any alternative power structures unless they emerge from a national consensus.
