IGAD and Geneva Call join forces to protect civilians, promote peace in Horn of Africa

The two organisations vowed to continue engaging with governments, civil society and local communities to ensure humanitarian action translates into lasting security and dignity for the people of the Horn of Africa.

In a bid to enhance civilian protection and foster peace in the Horn of Africa, the Intergovernmental Authority on Development (IGAD) and Geneva Call have formalised a partnership aimed at promoting International Humanitarian Law and supporting communities affected by violence.

The agreement, sealed through a Memorandum of Understanding in New York, seeks to strengthen cooperation in humanitarian action, peacebuilding and conflict prevention across the region.

IGAD Executive Secretary Workneh Gebeyehu and Geneva Call Director General Alain Deletroz signed the MoU on Thursday, marking a milestone in regional efforts to safeguard civilians and advance peace.

The agreement establishes a broad framework of collaboration, prioritising the protection of civilians in armed conflicts and other situations of violence, promoting International Humanitarian Law (IHL) and humanitarian norms through advocacy and education, and support for peacebuilding and conflict prevention through joint initiatives.

It also emphasises advancing the Humanitarian–Development–Peace Nexus for coordinated and sustainable responses to complex crises, alongside capacity building through training, technical expertise and knowledge sharing.

“This partnership reinforces our shared commitment to the humanitarian–development–peace nexus and to safeguarding the dignity and security of our people,” Gebeyehu said.

By collaborating with Geneva Call, an international organisation dedicated to promoting humanitarian norms in armed conflict, IGAD aims to expand outreach to communities affected by violence and strengthen efforts to prevent future crises.

“The MoU represents more than a formal agreement; it signals a shared commitment to protect lives, uphold humanitarian principles, and foster inclusive, sustainable peace across the region,” IGAD said.
