Mombasa Governor Abdulswamad Nassir shakes up Cabinet in major reshuffle

Mombasa Governor Abdulswamad Sheriff Nassir has announced a significant reshuffle of his county executive, nominating new cabinet members and reassigning current officials in what he describes as a strategic move to enhance service delivery and promote efficiency across government departments.

Governor Abdulswamad said the reorganisation is in line with his administration’s Mwanzo Mpya (New Beginning) agenda, which seeks to prioritise transparent and results-driven governance, marking his first cabinet reshuffle since he took over as the county boss.

Among the key changes is the nomination of Jonathan Wepukhulu to the Department of Public Service Administration, Youth, Gender and Sports, replacing Kenneth Ambani, who has served since 2023.

Ibrahim Khamis Mutwafy will lead the Department of Blue Economy, Cooperatives, Agriculture and Livestock. Both nominees will be subjected to vetting and approval by the Mombasa County Assembly.

In the reshuffle, several serving County Executive Committee Members (CECMs) were moved to new roles.

The Department of Environment, which was being headed by Deputy Governor Francis Thoya, has been reassigned to Kibibi Abdallah, who was serving as the Blue Economy CECM.

Earlier on the Department of Environment was separated from that of Water; however, they are now merged.

Emily Achieng Okelo, who was then serving as CECM Water Department, is taking over the Climate Change, Energy and Natural Resources docket.

Daniel Otieno Manyala will continue to head the Department of Transport, Infrastructure, which will now also include Governance.

Additionally, Fire and Rescue services will now fall under the Governance Department, which will also oversee county building security, traffic management, tourism support, and emergency response.

Mohamed Hussein Mohamed will now lead the consolidated Department of Lands, Urban Planning, Housing, with the addition of Serikali Mtaani.

The functions of Serikali Mtaani have been merged with Lands, Urban Planning and Housing, while those of Water have been combined with Environment under a single department.

Dr Mbwarali Kame will continue to oversee the Education and Vocational Training docket, Dr Swabah Ahmed the Health department and Mohamed Osman the docket of Trade, Tourism and Culture.

Also, Evans Oanda will continue to steer the Department of Finance, Economic Planning and Digital Transformation.

As part of broader administrative reforms, the governor has also introduced structural changes to the county government.

The Deputy Governor will now be tasked with coordinating flagship project delivery across all departments.

The Smart City initiative will henceforth be domiciled within the Department of Digital Transformation.

Governor Abdulswamad also announced the nomination of Fatma Nabhani and Ally Goshi as County Chief Officers for the departments of Finance and Youth, respectively, pending assembly approval.

Others include Engineer Ali Abdulrahman (Transport, Infrastructure and Governance), Gloria Mwasi (Education and Vocational Training), Engineer Marian Mapenzi (Lands, Urban Planning and Housing), and Pauline Oginga (Public Service Administration).

Dr Roselyn Randu takes over the Blue Economy portfolio, with Hamid Nanda and Abdalla Daleno assigned to the Environment and Climate Change departments, respectively.

Dr Shem Patta has been posted to Medical Services under the Health docket.

Governor Abdulswamad said the changes are aimed at building a more agile and responsive government.

The newly nominated officials are expected to appear before the County Assembly for vetting in the coming days.
