CJ Koome reshuffles judicial tribunals, committees to strengthen justice sector

CJ Koome also announced changes to several committees under the National Council on the Administration of Justice.

Chief Justice Martha Koome has made a fresh round of appointments and reappointments across key judicial tribunals and justice sector committees, in an effort to strengthen the legal and institutional framework of the country.

In a gazette notice dated April 16, 2025, the Judicial Service Commission reappointed Bett Jackson Kiprotich as chairperson and Katina Robert Mnangat as vice-chairperson of the Micro and Small Enterprises Tribunal. The two will serve for another five years starting from January 16, 2025.

In a separate notice, the Chief Justice extended the term of the NCAJ Committee on Anti-Corruption for three more years. The committee has been given an expanded mandate to oversee the implementation of the Anti-Corruption Strategic Guiding Framework for Kenya’s Justice Sector, 2025.

New members have also been appointed to serve on the committee. Abdi A. Mohamud will serve as chairperson representing the Ethics and Anti-Corruption Commission.

Others joining the committee include Justice Lucy Njuguna from the Judiciary, Mercy Gateru from the Office of the Director of Public Prosecutions and joint secretaries Emily Mubichi and Juliet Owala.

Concerning the above, the appointments of former EACC CEO Twalib Mbarak, Justice Sifuna Nixon, Susan Ouko, and Grace Murungi have been revoked.

Koome also appointed Margaret Wanyoike as secretary of the NCAJ Working Committee on Information, Communication and Technology.

Her appointment is for the remaining term of the committee. The appointments of Jackie Mulwa and Irene Omari to the same role were revoked through a previous gazette notice.

In another move, Linda Riziki Emukule and Raphael Wambua Kigamwa were nominated by the Law Society of Kenya to join the Council of the National Council for Law Reporting. Their term will run for three years from March 13, 2025.

Chief Justice Koome also announced changes to several committees under the National Council on the Administration of Justice (NCAJ).

Emily Mubichi and Juliet Owala were appointed as joint secretaries of the NCAJ Committee on Traffic Reforms. They will serve for the remaining period of the committee’s term. The appointment of Susan Jean Ouko to the same role has been revoked.
