MPs cry foul over delayed NG-CDF funds disbursement

The MPs questioned the government's failure to honour its commitment, pointing to Treasury Cabinet Secretary John Mbadi who had given them assurances at a members’ retreat in Naivasha earlier in the year.

Members of the National Assembly have expressed concern over the prolonged delay in the disbursement of funds by the National Government Constituency Development Fund (NG-CDF) Board.

During a heated parliamentary session on Tuesday, the legislators spurred by a point of order from Kitui Central MP Makali Mulu, questioned the government's failure to honour its commitment, pointing to Treasury Cabinet Secretary John Mbadi who had given them assurances at a members’ retreat in Naivasha earlier in the year.

“I believe the Executive is taking this House for a ride. The CS Treasury had given us commitments in terms of timelines for the release of the NG-CDF disbursements. We are now in March and nothing has been honoured by the NG-CDF board. We cannot continue this way,” declared Mulu.

The delays have sparked concerns about the impact on crucial development projects, particularly those related to education, infrastructure, and community support programmes.

“This is a very serious issue, Mr. Speaker, and it is Kenyans who are suffering. As a House, we are accountable to the people who elected us and we are accountable to the Constitution of Kenya,” noted Eldas MP Adan Keynan

The parliamentarians, further warned that the delays could have far-reaching consequences, including audit issues and inefficiencies in project implementation.

“By failing to release these funds, I foresee there being audit issues come next year. Seeing that the financial year is almost coming to an end, Kenyans are likely not going to get value for money as there is not enough time for projects to be completed,” cautioned Funyula MP Wilberforce Oundo.

The legislators also raised concerns over the reduction of NG-CDF allocations in the 2025/2026 Budget Policy Statement, despite it being one of the most impactful government initiatives with minimal pending bills and transparent procurement processes.

“In the current Budget Policy Statement, I have noted several areas of real concern, key amongst them being a reduction in the NG-CDF allocation by Sh38 billion,” observed Suba South MP Caroli Omondi.

In response, the day’s presiding Speaker, Farah Maalim, directed the House leadership to summon the NG-CDF Board CEO Yusuf Mbuno, to appear before the Committee on Tuesday next week to address the members’ concerns.
