Ruto extends Shallow Abdullahi Yahya’s term as NDMA board chair

The authority conducts research, public education, and awareness campaigns to inform communities about drought risk management and encourage behavioural change.
President William Ruto has reappointed Shallow Abdullahi Yahya as the non-executive chairperson of the Board of Directors of the National Drought Management Authority (NDMA) for another three years.
The new term takes effect from August 8, 2025, as stated in a gazette notice.

“In exercise of the powers conferred by section 8 (1) (a) of the National Drought Management Authority Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, reappoints Shallow Abdullahi Yahya to be the non-executive Chairperson of the Board of Directors of the National Drought Management Authority, for a period of three (3) years, with effect from the 8th August, 2025.”
The NDMA plays a central role in coordinating drought risk management across the country.
Its work includes establishing and operating early warning systems, preparing national and county contingency plans, and ensuring effective coordination among government agencies, non-governmental organisations, and community groups during drought situations.
It also provides technical guidance, promotes information sharing among stakeholders, and facilitates access to contingency funds for counties to support emergency responses.
The authority’s response measures range from water and food relief to livestock off-take programmes and support for alternative livelihoods.
In addition to emergency response, the NDMA implements long-term risk reduction strategies such as water harvesting, reforestation, and soil conservation.
It also integrates drought risk reduction and climate adaptation measures into national and county development plans.

It also works to strengthen community resilience by promoting sustainable livelihoods, managing natural resources, and enhancing adaptive capacity to cope with climate-related shocks.
Yahya’s reappointment means she will continue to lead the board in guiding the authority’s strategic direction, ensuring it fulfils its mandate of preventing and mitigating the effects of drought on communities and the environment.
