IPOA probes fatal shooting of Kitale student at Kibomet pool hall

The Authority emphasised that the probe aims to establish the full circumstances of the incident and ensure accountability for the student’s death.

The Independent Policing Oversight Authority (IPOA) has launched an investigation into the death of Dalphine Mwangi, a 22-year-old student at Kitale National Polytechnic in Trans Nzoia County, following a police shooting.

In a statement on Tuesday, IPOA said the incident occurred on October 21, 2025, and reportedly involved a police officer.

The incident occurred in the early hours of October 22, 2025, at Norec Shopping Centre in the Kibomet area, where Mwangi and his colleagues were playing pool.

According to police reports, Mwangi got into an argument with a man later identified as a police officer.

The officer allegedly drew his firearm and shot the student at close range.

Mwangi was initially rushed to Kijana Wamalwa Referral Hospital in critical condition with a gunshot wound to the stomach and was later transferred to Top Hill Hospital in Eldoret for further treatment.

Witnesses identified the suspect during an identification parade held at Kitale Police Station on October 24, confirming him as the person who shot Mwangi.

That same day, the police officer was arraigned at the magistrate’s court in Kitale, and an investigating officer from IPOA successfully applied to hold him in custody for ten days to facilitate investigations.

On October 25, 2025, Mwangi succumbed to his injuries while receiving treatment at Top Hill Hospital. Following his death, the case was upgraded from attempted murder to murder, police confirmed.

IPOA said the investigation is ongoing and includes recording statements from witnesses and police officers, collecting official and documentary evidence, and securing the officer’s custodial order.

The Authority emphasised that the probe aims to establish the full circumstances of the incident and ensure accountability for the student’s death.
