Ruto pushes for results as CSs and PSs to sign fresh performance contracts

President William Ruto has summoned Cabinet Secretaries (CSs) and Principal Secretaries (PSs) to State House, Nairobi, on November 19, 2024, to sign fresh performance contracts.
This annual exercise will see government officials commit to a new set of ambitious targets for key projects, especially in light of growing pressure to fulfil the pre-election promises made by the Kenyan Kwanza administration.

As the government launches its Bottom-Up Economic Transformation Agenda for 2022–2027, many view the signing ceremony as a significant turning point in the nation's efforts to meet its development goals.
However, while the signing of performance contracts has become a routine event, critics argue that the exercise has often yielded little in terms of tangible results.
According to a circular, Head of the Public Service Felix Koskei has instructed all CSs and PSs to be "physically present" at State House for the signing of the performance contracts.
President Ruto will preside over the event, which marks the conclusion of a month-long negotiation process during which ministries worked to finalise the key projects they plan to deliver by June next year.
"...[T]he President will preside over the signing of performance contracts for all ministries for the Financial Year 2024-2025 at State House, Nairobi, on Tuesday, November 19, 2024, at 9 am," said Koskei in the circular issued on November 12.
"The Attorney-General, all Cabinet Secretaries, and all Principal Secretaries must be physically present at the signing ceremony," it read further.
The chairpersons and chief executive officers of state corporations have also been invited to participate in the event.
Koskei highlighted the importance of the signing ceremony, describing it as a major management tool that will help ensure the timely implementation of priority commitments for public institutions.
He noted that it also fosters greater alignment between planning, budgeting, and execution across government ministries.
"The performance contracts for FY 2024/2025 have incorporated commitments to deliver the Kenya Kwanza administration's development agenda — the Bottom-Up Economic Transformation Agenda (2022-2027)," he said.
"We have successfully vetted and validated the performance contracts to ensure compliance with the 21st cycle performance contracting guidelines," Koskei stated.
This marks the second time that President Ruto is personally overseeing the signing of performance contracts by his Cabinet.
In August of last year, the President reprimanded some ministers for arriving late to the event and took them to task for not demonstrating a clear understanding of their respective roles.
The performance contracts will focus on the delivery of the government's most critical projects, aiming to boost service delivery and tackle the nation's pressing issues.
