CS Ruku unveils tough new measures to crack down on Sh6.2 billion payroll fraud

The Public Service Cabinet Secretary says the new measures will target HR officers implicated in payroll manipulation, with legal action to follow as the government intensifies efforts to recover losses and protect public funds.

The government will unveil fresh measures on Tuesday to address the Sh6.2 billion payroll fraud, Public Service, Human Capital Development and Special Programmes Cabinet Secretary Geoffrey Ruku has said.
Speaking at the Methodist Church of Kenya Tharaka Synod in Marimanti, Tharaka Nithi County, on Sunday, Ruku said the new measures will target human resource managers found to have tampered with the public service payroll, adding that those found culpable will face legal action.
The announcement follows a Cabinet directive instructing the Directorate of Criminal Investigations to investigate alleged payroll manipulation suspected to have cost the government Sh6.2 billion. The suspected fraud was uncovered during an audit conducted by the Ministry of Public Service, Human Capital Development and Special Programmes.
Ruku said the government remains committed to safeguarding public resources and restoring integrity in the public service by holding those responsible to account.
"We have very strict instructions from the President on how the public service should operate and to ensure that no public funds are lost through salaries and other emoluments as a result of payroll manipulation," Ruku said.
"We must actualise Articles 10 and 232 of the Constitution of Kenya, 2010, which provide for the national values and principles of governance and public service."
The Cabinet Secretary also assured Kenyans that the State Department for Special Programmes had put in place measures to respond to the forecast El NiƱo rains and other extreme weather events that could affect farmers and vulnerable communities.
"We are ready for any eventuality, and the government is prepared to take care of all Kenyans in case of any emergency," he said.
Ruku later urged residents of the Mt Kenya East region to remain united and continue supporting William Ruto, saying the appointment of Kithure Kindiki presents an opportunity for the region to advance its development agenda.
