Public participation on Isiolo Governor Abdi’s impeachment set for June 18

The motion, tabled on June 10 by Sericho MCA Abubakar Godana, cites abuse of office, gross misconduct, and financial mismanagement.

The Isiolo County Assembly has announced public participation forums across all 10 wards on Wednesday, June 18, to collect residents’ views on a motion to impeach Governor Abdi Hassan Guyo.

The motion, tabled on June 10 by Sericho MCA Abubakar Godana, cites abuse of office, gross misconduct, and financial mismanagement.

Sixteen out of 18 MCAs have endorsed the motion.

Governor Abdi accuses the governor of violating several laws, including the Constitution, the Public Finance Management Act, and the Leadership and Integrity Act.

“The Governor has violated Articles 201(d) and (e) of the Constitution on public finance principles and failed to implement Assembly resolutions,” reads the motion.

In line with Article 196 of the Constitution and the Isiolo County Civil Education and Public Participation Act, the Assembly will conduct ward-level forums starting at 10 am.

In Chari Ward, residents will meet at Bilio Social Hall, Cherab Ward Office, and Ngare Mara Catholic Hall.

In Burat Ward, the forum will be held at the Ward Office, while in Oldonyiro Ward, residents will gather at the Oldonyiro Social Hall.

In Wabera Ward, the meeting will take place at Wabera Centre and Bula Pesa Ward residents will meet at Waso Primary School.

Kina Ward will hold its forum at the Kina Social Hall, Garba Tulla Ward residents will meet at the Garba Tulla Social Hall, and Sericho Ward will host its forum at the Sericho Social Hall.

The Assembly has also invited written submissions to be delivered to the Clerk’s office, posted to P.O. Box 195-60300 Isiolo, or emailed to [email protected]. The deadline is Wednesday, June 18, at 4:30 pm.

“This is a critical step to ensure the public is fully involved in the process as required by Article 196 of the Constitution,” reads the Assembly notice.

The Assembly will hold a special sitting on Friday, June 20, at 10 am to debate and consider the impeachment motion.

The charges against the governor include ballooning county debt, misuse of public funds, sidelining the Assembly, divisive public statements, and disrespecting the Office of the Governor.

“The Governor has blackmailed Chief Officers with short-term contracts, creating fear and affecting service delivery,” the motion adds.

He is also accused of appointing 36 advisors and 31 chief officers despite limited county funding and of failing to operate from Isiolo, instead running county affairs from Nairobi.

“The Governor has persistently and wilfully used abusive and unbecoming language that undermines and demeans the Office of the Governor,” the motion states.
