Kilifi County launches revenue awareness initiative to boost collections

Governor Mung’aro urged Kilifi residents to embrace tax compliance as a civic duty, stating that the success of the initiative would determine the county’s ability to invest in infrastructure, healthcare, education, and other public services.

Kilifi County has launched a new revenue mobilisation initiative aimed at enhancing tax compliance and boosting county revenue collections to fund development projects.

The Mashinani Resource Mobilisation – Rapid Response Initiative (RRI), also known as Revenue Awareness Week, seeks to raise awareness on taxation, service charges, and other levies while ensuring that unregistered properties and businesses are brought into the county’s tax system.

Governor Gideon Mung’aro stated that the initiative would not only improve revenue streams but also enhance transparency through paperless transactions. He outlined the county’s objective of raising Sh2 billion in revenue this financial year.

"We are carrying out this exercise to achieve several objectives, including verifying revenue collection through digital platforms and identifying properties and businesses that are not recorded or have not been paying their rates," said Mung’aro.

He further stated that teams had been deployed across all seven sub-counties to assess various revenue streams, including water bills, business licences, and land rates.

"Every location they visit, they will check all bills—water, licences, and other revenue streams—to ensure compliance and improve accountability," he added.

Kilifi County Executive Committee Member (CECM) for Public Service, Special Programmes, and Disaster Management, Yaye Shosi, emphasised that the initiative was designed to help Kilifi meet its revenue targets.

"Each financial year, Kilifi has failed to meet its set revenue targets. This year, we are aiming for Sh2 billion, and this RRI initiative is key to bridging that gap," she said.

She revealed that Kilifi’s true revenue potential is at least Sh4 billion if the county fully utilises all possible revenue sources.

"If we take revenue collection seriously, we can achieve Sh4 billion. However, for this financial year, we have set the target at Sh1.9 billion, and with this exercise, we believe we can reach Sh2 billion," Shosi noted.

She reiterated that revenue collection should not be seen as the responsibility of a single department but as a county-wide initiative requiring the participation of all government sectors.

"Revenue collection is not an individual task but a county government agenda. That is why all departments, including those with unique revenue streams, are actively participating in this exercise to help us reach our target," she explained.

The county has deployed officers across all seven sub-counties, with each team led by a County Executive Committee Member (CECM) to ensure effective monitoring and collection.

Kilifi CECM for Education and ICT, Felkin Ndena, expressed support for the initiative, highlighting its importance in addressing budget deficits that have affected county-funded projects.

"I fully support this initiative because revenue shortfalls have disrupted budget allocations and crucial county programmes. By closing these gaps, we can ensure that our financial planning remains stable," said Ndena.

He stressed that the education sector relies heavily on county revenue for school infrastructure, bursaries, and digital learning programmes.

"We believe that, as a county government, we can achieve our revenue targets, which will, in turn, allow us to fund essential projects that directly benefit our people," he added.

With this initiative, Kilifi County aims to streamline revenue collection, eliminate loopholes, and enhance service delivery.

The Mashinani Resource Mobilisation – Rapid Response Initiative (RRI) is expected to educate residents on their role in county development through taxation and service fees.
