HELB rolls out loan scheme for civil servants pursuing further studies

Applicants need an admission letter from a recognised Kenyan university or training institution. They must submit certified copies of their three latest payslips showing a net pay above one-third of their basic salary.
The Higher Education Loans Board (HELB) has unveiled a new loan initiative to help civil servants pursue further studies.
The scheme, part of the Training Revolving Fund, is open to employees of the national and county governments, the Teachers Service Commission (TSC), and the National Police Service (NPS).

"This fund is set aside for the Ministry of Public Service to work in collaboration with HELB for civil servants in the national and county governments, NPS, and TSC to pursue certificates, diplomas, higher national diplomas, Master's, PhD, and professional courses," HELB said in a statement on Wednesday.
The loan provides up to Sh500,000 annually and carries no processing fees. Repayments can be spread over 72 months through a check-off system, with a four per cent interest rate on a reducing balance.
Who Can Apply
Civil servants must meet specific requirements to access the fund.
Applicants need an admission letter from a recognised Kenyan university or training institution. They must submit certified copies of their three latest payslips showing a net pay above one-third of their basic salary.
Additionally, copies of their national ID and Kenya Revenue Authority (KRA) PIN are required.
Two guarantors employed in the civil service are also necessary, along with copies of their IDs. The application must include recent coloured passport-size photographs.
Application Process
Civil servants must apply online through the HELB student portal by following these steps:
1. Create an Account: Register using your National ID and email, then verify the account via an activation link.
2. Complete Your Profile: Fill in personal and educational details and upload the required supporting documents.
3. Fill Out the Loan Form: Choose "Civil Servants Training Revolving Fund," accept the terms and conditions, and provide details of employment, next of kin, and guarantors.
4. Submit the Application: Print the completed form, have it signed and stamped by relevant authorities, attach supporting documents, scan the package into a single PDF, and email it to HELB.
The fund aims to make it easier for civil servants to advance their education while spreading repayments over a manageable period, helping improve skills and career prospects.
