Justin Muturi accuses Police IG of contempt for ignoring court order to reinstate his security

The security was reportedly withdrawn shortly after President William Ruto removed him from the Cabinet, exposing Muturi to personal danger and prompting his move to court.

Former Speaker of the National Assembly Justin Muturi has accused Inspector General of Police Douglas Kanja of contempt of court for failing to reinstate his security detail, despite a clear court order.

Muturi says the continued absence of his bodyguards puts his life at risk and amounts to deliberate disobedience of the law by the country’s top police officer.

In an application filed at the High Court in Milimani, Muturi says the decision to withdraw his security was not only unlawful but was also aimed at punishing him for publicly criticising the current administration.

He argues that as a former state officer, he is legally entitled to protection under the Retirement Benefits (Deputy Presidents and Designated State Officers) Act, which provides for two armed police officers for former Speakers.

The security was reportedly withdrawn shortly after President William Ruto removed him from the Cabinet, exposing him to personal danger and prompting his move to court.

According to Muturi, the court issued a conservatory order on April 11, 2025, requiring the Inspector General of Police to immediately reinstate his security and not interfere with it until the matter is heard on June 24.

“The court... issued a conservatory order directing the Inspector General of Police to immediately reinstate or restore my security and not to withdraw or interfere with it in any manner until 24 June 2025,” Muturi says in his affidavit.

He describes the situation as alarming and says the government’s failure to act is not only a threat to his safety but also a sign of rising impunity within state institutions.

In his view, the action was politically influenced and meant to silence him after he publicly spoke against abductions, disappearances, and alleged killings during last year’s protests.

“The decision to withdraw the security is malicious and without lawful explanation. It was taken in reaction to Muturi’s public criticism of the current administration,” the court documents read.

Muturi believes the Inspector General deliberately ignored the law and violated court instructions.

He calls the withdrawal “an administrative action... made without any force of law, unreasonable, whimsical and ought to be quashed.”

His legal team, Isaac W & Associates, wrote to the police chief on April 17, 2025 demanding that the order be obeyed, but no action followed.

Now, with the court order unfulfilled, Muturi has returned to court seeking to have the Inspector General found in contempt. He insists that the law must be upheld, regardless of one’s position in government.

“It is the unqualified duty of every person against whom an order is issued to comply with it,” Muturi says.
