Mandera, Garissa to benefit as State establishes 27 sub-counties to boost service delivery

Mandera, Wajir, and Garissa counties are among the regions that will get new sub-counties, as gazetted by Prime Cabinet Secretary Musalia Mudavadi, who is currently acting as Interior Cabinet Secretary.

In a gazette notice dated November 22, Mudavadi also announced the establishment of 59 divisions, 170 locations, and 322 sub-locations across 31 counties.
"We have officially established 578 new administrative units across the country by gazettement. When operational, the 27 Sub-Counties, 59 Divisions, 170 Locations, and 322 Sub-Locations will improve citizens' access to Government services and effectively address security issues in respective areas,” he said.
Mudavadi explained that the restructuring was necessitated by population growth and adherence to the ministerial 2:1 ratio.
“In exercise of the powers conferred by section 14(1) of the National Government Coordination Act, 2013, the Cabinet Secretary for Interior and National Administration establishes the following Administrative Units as service delivery coordination units,” reads the gazette notice.
In Mandera County, the newly created administrative units include Banisa, Mandera East, and Lafey sub-counties, with several new divisions, locations, and sub-locations such as Arabia Central, Dariqa Upper, and Harer Tur.
In Garissa County, new units include Liboi and Dadaab sub-counties, featuring areas like Damajale, Welhar, and Libahlow.
Wajir County now includes sub-counties like Diff, Habaswein, and Tarbaj, with locations such as Shomageri and Kotulo West.
Other regions affected include Magarini South, Illeret, Engineer, Kolowa, and Embakasi. For instance, Embakasi has been divided into Embakasi East, Embakasi West, Embakasi North, Embakasi South, and Embakasi Central.
Additionally, new sub-counties such as Saboti, Ndhiwa East, Ndhiwa West, and Siaya West have been introduced.
In February, Deputy President Kindiki Kuthure, then serving as Interior CS, announced plans for these changes, citing the need to enhance service delivery.
The new units will be managed by National Administration officers, including Regional Commissioners, County Commissioners, and their deputies, alongside chiefs and assistant chiefs.
The reorganisation underscores the government's commitment to better service delivery and addressing security challenges across the country.
