The collapse occurred at around 4.30 pm on Wednesday.
The victims, including the building's caretaker and three neighbours, were immediately rushed to Migori County Referral Hospital for treatment.
Samuel Atula, the County Public Health and Medical Services Chief Officer, provided more details about the incident, confirming that the caretaker managed to jump out of the collapsing building.
"The caretaker managed to jump out of the collapsing building," Atula said.
The three neighbours, who were in nearby houses at the time, were also injured by falling debris.
Atula noted that no fatalities have been reported so far, largely because many of the building's occupants were away for the Christmas holiday.
"Most of the occupants were not in the building at the time," he explained.
The Kenya Red Cross has set up a tent near the site to assist family members seeking to report missing loved ones.
"So far, there have been no reports of missing persons," Atula added.
The NCA stated that the project, registered under number 51625315710072, was being developed by Mr. Daniel Obuya Ooko.
The consultants on the record include architect Joseph Ralph Odhiambo, engineer Joel Kireu Wairua, and quantity surveyor Brian Otieno Oluoch.
Build High Enterprises is listed as the contractor.
Eng. Maurice Akech, the NCA Executive Director and Registrar of Contractors explained that the developer had been directed to provide a structural integrity report before the construction could proceed.
"Any person who acted in contravention of the law or defied lawful directions will face the full force of the law," he said.
Search and rescue operations are ongoing, with rescue teams working to ensure the safety of the area.
The injured victims are under medical care at Migori County Referral Hospital, where their conditions are being monitored.
The NCA reaffirmed its commitment to enforcing compliance in the construction industry to prevent future tragedies and protect public safety.
