The Ministry of Education has recommended to the Teachers Service Commission (TSC) that disciplinary action be taken against Alliance Girls High School Principal Margaret Njeru.
Njeru is accused of implementing an unauthorised fee structure that raised school charges from the approved Sh53,558 to Sh120,179 without ministerial approval.
In a letter dated April 29, 2026, addressed to the Acting TSC Secretary and Chief Executive Officer Evaleen Mitei, Education Cabinet Secretary Julius Ogamba said an investigative assessment by the Ministry established that the principal presided over the implementation of the higher fees without authorisation as required by law.
“The unauthorised fees structure was imposed without the approval of the Cabinet Secretary as by law required, and is therefore contrary to Section 29(2)(b) of the Basic Education Act, 2013,” Ogamba stated.
According to the Ministry, the approved annual school fees for Alliance Girls High School stood at sh53,558. However, parents and guardians were allegedly required to pay sh120,179, more than double the sanctioned amount.
“The Principal facilitated the adoption and implementation of a budget containing non-essential and unrealistic expenditure items, as further particularised in the investigative assessment report enclosed herewith,” said Ogamba.
As a result, the Ministry has formally recommended that the TSC initiate disciplinary proceedings against the principal for failure to comply with statutory requirements and government directives governing school administration.
The Ministry also indicated that it is ready to provide additional information and supporting documentation from its investigative assessment to assist the Commission in handling the matter.
“In view of the foregoing, we recommend that the Teachers Service Commission institute appropriate disciplinary action against the Principal on account of her failure to comply and ensure compliance with the provisions of the Basic Education Act, 2013 and the resultant Government policies and directives,” said the Ministry.
The matter now shifts to the TSC, which is expected to review the recommendation and determine whether disciplinary action will be instituted in accordance with its internal procedures governing teachers and school administrators.
