Health CS Aden Duale says fraud and double payments in Edu Afya led to the discontinuation of the medical scheme. Duale: Fraud, misuse and double payment were found in the Edu Afya programme arising from a single treatment. The government resolved to re-consolidate all these special schemes into the Social Health Authority (SHA) benefit package.
