Mombasa introduces Serikali Mtaani initiative to enhance grassroots governance

This move aims to improve service delivery by decentralizing government operations and bringing them closer to the grassroots level.

The initiative is guided by the principle of Serikali Mtaani, emphasizing community involvement in governance.
In a Cabinet meeting chaired by the county governor, Abdulswamad Nassir, on Friday, it was highlighted that Serikali Mtaani will lead to the expansion of sub-county administrations.
This expansion includes the addition of Village Administrators who will be selected from local communities.
By involving residents in the administration, the county hopes to better address the unique needs and challenges faced by different areas.
During the same meeting, the Cabinet approved several bills, including the Ward Development Fund Bill, 2024. This bill aims to allocate a specific portion of the county's annual budget to development projects at the ward level.
The focus is on tackling poverty and promoting development initiatives that directly benefit local communities. The drafting of this legislation took into account the ruling of the Supreme Court and adhered to the constitutional doctrine of separation of powers.
Another significant bill approved by the Cabinet is the County Markets Management Bill, 2024. This legislation seeks to stimulate growth in the local trade micro-economy by addressing challenges faced by the wholesale and retail sectors. It provides a framework for the management of public markets, tailored to the specific needs of each area within the county. The aim is to revitalize and promote competitiveness in the local marketplaces.
Additionally, the Cabinet tasked the County Executive Committee Member for Water with exploring the potential of desalination as a solution to the persistent issue of water supply in households across Mombasa County. This initiative highlights the county's commitment to finding innovative solutions to pressing challenges, particularly in the realm of public service provision.
Furthermore, the Cabinet approved the Mombasa County Animal Control and Welfare 2023 Bill to address the risks of zoonotic diseases posed by roaming animals.
