IEBC clerk denies fraud charges over alleged fake academic certificates in hiring scandal

An IEBC employee has been charged at the Milimani Anti-Corruption Court over allegations of using forged academic documents to secure employment and fraudulently earning Sh11.1 million in salaries, claims she denies.

An employee of the Independent Electoral and Boundaries Commission (IEBC) has been charged before the Milimani Anti-Corruption Court over allegations that she used forged academic documents to secure employment and unlawfully earned millions in salaries.
Marcel Chepkirui Bore appeared before Senior Principal Magistrate Celesa Okore, where she denied several charges, including giving false information, uttering a false document, forgery and fraud.
The prosecution alleges that Bore presented a forged Kenya Certificate of Secondary Education (KCSE) certificate indicating she attained a mean grade of C+, despite knowing the information contained in the document was false. The certificate is said to have been used to secure employment as a Constituency Office Clerk at the electoral commission.
According to the charge sheet, Bore is further accused of fraudulently earning salaries amounting to Sh11.1 million while serving in the position allegedly obtained through the forged academic credentials.
She pleaded not guilty to all the charges.

During the bond hearing, Bore, through her defence, asked the court to grant her lenient bond terms, saying she was willing to cooperate with the court process and attend all scheduled hearings.
Magistrate Okore released her on a cash bail of Sh500,000. The court also ordered her to deposit her passport and cautioned her against interfering with prosecution witnesses as the case proceeds.
The prosecution maintains that the accused benefited financially from employment allegedly secured through fraudulent means, adding that investigations established the KCSE certificate presented to the IEBC was not genuine.
The case will be mentioned after two weeks.
