Transporters to apply for transit goods licences through new KRA digital platform from July 1

Transporters moving transit goods and other goods under customs control will be required to apply for their licences through a newly automated system from July 1, 2026, the Kenya Revenue Authority (KRA) has announced.
In a notice on Tuesday, KRA said the new electronic process will apply to new applications for 2026 and renewal licences for 2027 going forward. However, manual licences issued before the implementation of the new system will remain valid until December 31, 2026.
Licences to be processed through the Regional Electronic Cargo Tracking System (RECTS) and the Integrated Customs Management System (ICMS) include Transit Goods (C28) licences and licences for Vehicles/Vessels Conveying Other Goods Under Customs Control (C40).
"Applicants will be required to register under the RECTS platform accessible through https://ects.eac.int/login before submitting their applications," the Authority said.
The applicants will be required to provide a motor vehicle log book, a valid insurance certificate, a COMESA Yellow card for foreign-registered motor vehicles or insurance cover, and a photo of the truck and trailer showing the registration numbers clearly.
The authority said successful applicants will receive automated licences through their registered email addresses after payment of the required fees. The electronic licences will be verified using the provided QR Code.
KRA added that first-time applicants who do not have RECTS profiles will be required to seek registration assistance from the Cargo Monitoring Unit located on the 13th Floor of Times Tower.
They can also contact the unit through [email protected] or visit the nearest Rapid Response Unit located at Mazeras, Taru, Voi, Emali, Sameer, Naivasha, Nakuru, Kericho, Eldoret, Bungoma, Kisumu, Kitale, Kainuk, Lodwar, Kakuma or Marsabit.

“Submission of applications for new/renewal of license does not guarantee issuance of a license as it has to undergo internal vetting for accuracy,” KRA said.
