Kilifi County tops national rankings in development spending, according to the latest Controller of Budget report, followed by Nandi and Wajir as counties increase focus on infrastructure and project financing.

Kilifi County has been ranked the country's top performer in development spending, according to the latest Controller of Budget report for the first nine months of the 2025/26 financial year.
The report shows Kilifi allocated 35.9 per cent of its total expenditure to development projects, the highest among all 47 counties. Nandi ranked second with 33.7 per cent, followed by Wajir at 30.9 per cent.
Bomet, Garissa, Kwale and Trans Nzoia also featured among the leading counties, each directing close to 30 per cent of their total expenditure towards development projects and infrastructure.
Rounding out the top 10 were Kirinyaga, Narok and Marsabit, with development expenditure ranging between 27.3 and 28.6 per cent of total spending during the reporting period.
