Ruto appoints new non-executive chairs for nuclear and ICT agencies

Ruto also named Lily Ng’ok as the non-executive chairperson of the board of the Information and Communications Technology Authority (ICTA) for a three-year term, starting from May 16, 2025.

President William Ruto has appointed two new non-executive chairpersons to head key state agencies in the energy and technology sectors.

In a Gazette Notice dated May 16, 2025, Ruto appointed Prof Lawrence Gumbe as the new non-executive chairperson of the board of the Nuclear Power and Energy Agency.

“In exercise of the powers conferred by section 58 (a) of the Energy Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Lawrence O. Gumbe (Prof. Eng) to be the Non-Executive Chairperson of Board of Nuclear Power and Energy Agency, reads the gazette notice.

His term will run for four years, starting from the date of the appointment.

In a separate appointment, Ruto also named Lily Ng’ok as the non-executive chairperson of the board of the Information and Communications Technology Authority (ICTA) for a three-year term, starting from May 16, 2025.

Ng’ok moves from her role as chairperson of Kenya Industrial Estates (KIE), where she was appointed in February 2023 during earlier restructuring efforts that saw several political appointees replaced. She takes over at ICTA from Slyvanus Maritim, who has now been appointed as the new chairperson of KIE for a three-year term starting on the same date.

Maritim is a telecommunications engineer with extensive experience in the ICT sector, having worked on strategic projects across Africa, including Kenya and Djibouti. He was previously appointed chairperson of the ICT Authority board in February 2023.

“In exercise of the powers conferred by section 6 (2)(a) of the Information and Communications Technology Order, 2013, as read together with section 51 (1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President and Commander-in-Chief of the Defence Forces of the Republic of Kenya, appoint Lily Ng’ok to be the Non-Executive Chairperson of the Board of the Information and Communications Technology Authority, for a period of three (3) years, with effect from the 16th May, 2025,” the gazette notice states.
