EPRA halts public hearings on electricity tariffs after Kenya Power withdraws review

The Energy and Petroleum Regulatory Authority (EPRA) has cancelled planned nationwide public consultations on electricity tariffs after Kenya Power withdrew its tariff review application.
In a public notice issued on Friday, EPRA said the tariff review application submitted by Kenya Power on March 31, 2026, for the Fifth Tariff Control Period covering the 2026/27 to 2028/29 financial years, had been withdrawn following consultations within the government and engagement with key sector stakeholders.
EPRA said the decision was informed by the need to forestall an escalation in electricity costs for consumers and businesses.
"As a result, the stakeholder consultation forums that had been scheduled to commence on May 15, 2026, and continue across various locations in the country, will no longer take place," said EPRA.
The cancellation of the public participation forums effectively halts the tariff review process, with the Authority noting that the current retail electricity tariffs will remain unchanged unless reviewed through the procedures outlined under the Energy Act, 2019.

"Subsequently, the current retail electricity tariffs shall remain in force and unchanged unless otherwise reviewed in accordance with the provisions of the Energy Act 2019, and applicable regulatory procedures," it added.
The regulator emphasised that any future review of electricity tariffs must undergo a prescribed legal and regulatory process, including technical evaluation, stakeholder consultations and public participation before any adjustments can be approved.
It further assured consumers that the application's withdrawal would not affect the provision of electricity services.
"Consumers and businesses will continue to receive electricity under the prevailing tariff structure," the Authority said.
EPRA also thanked consumers, industry stakeholders, county governments, civil society organisations, and members of the public who had prepared to participate in the consultation process.
The Authority reiterated its commitment to transparency, fairness, consumer protection and stakeholder engagement in the discharge of its regulatory mandate.
