Ex-CS Justin Muturi alleges state withdrew his security as form of intimidation

Muturi, dismissed by President William Ruto on March 26, revealed on Tuesday that his security was removed on Monday night.

Former Public Service Cabinet Secretary Justin Muturi has accused the government of withdrawing his security detail in an act of intimidation.

Speaking to journalists on Tuesday, Muturi explained that two police officers assigned to his security had been instructed not to report for duty the following day.

“My security detail was withdrawn last night at around 7:30 p.m. Two Police officers who were attached to me by my position as former Speaker of the National Assembly were told not to report on duty today,” he stated.

The former CS alleged that the withdrawal was part of a broader effort to intimidate him, adding, “If this is another attempt to intimidate me, they have dialled yet another wrong number.”

Muturi’s growing criticisms of the current administration, particularly regarding its handling of the issue of abductions during last year’s anti-government protests, have led to tensions with President Ruto’s government.

Muturi’s son was also among those abducted and later released. In response to his growing dissatisfaction, Muturi had previously boycotted Cabinet meetings, stating that the issue of abductions should be given top priority.

However, when no resolution was forthcoming, President Ruto appointed Mbeere North MP Geoffrey Ruku to take over the Public Service docket, resulting in Muturi’s dismissal.

"Unfit for office"

In a televised interview last week, Muturi escalated his criticisms of President Ruto, labeling him unfit for office.

Speaking on NTV’s “Fixing the Nation,” Muturi claimed, “I think William Ruto is a person with two personalities. The William Ruto that presents himself to the public is a completely different character from the one that sits in the office and crafts stuff.”

The former CS Muturi further added that he believed Ruto was dangerous, saying, “Such a person is a dangerous character.”

President Ruto, on the other hand, has defended his actions.

He accused Muturi of incompetence during his tenure as Attorney-General and revealed that he had been reluctant to assume the role before eventually being appointed to the Cabinet.

“When I appointed him as the Attorney-General, he was reluctant in taking up the position, saying he had not practised law for a while,” President Ruto remarked, explaining that Muturi’s performance led to his removal and reassignment.

Despite their differences, Muturi remained firm in his stance.

He stated that he harbored no ill will towards the president but felt the need to speak out, especially about what he perceived as Ruto’s hypocrisy.

“When I see him talk to the cabinet that I do not want to see corruption in my government, I start wondering who this is talking,” Muturi said.

Muturi also openly accused the president of being corrupt. “Absolutely, very, irredeemably corrupt,” he responded when asked about Ruto’s integrity.

Reflecting on an alleged incident involving a Russian business deal, Muturi described how Ruto had called him during his time as Attorney-General to pressure him into signing a deal with Russian oligarchs at Dubai Airport, a deal Muturi refused, citing legal concerns.

In his harsh criticism, Muturi painted a bleak picture of Kenya’s leadership under Ruto, describing the situation as unfortunate for the country.

However, despite his disagreements with the president, Muturi emphasized that he had no intentions of resigning from his public service roles out of respect for the system.

He also confirmed that he was working on a book that would share a more detailed account of his experiences during his time in office.
