Former TSC CEO Nancy Macharia picked for Murang’a County job weeks after exit

The Assembly was further informed that the names had been submitted to the Governance, Labour and Social Welfare, and Justice and Legal Affairs Committee in line with Standing Order 47 for vetting.

Former Teachers Service Commission (TSC) CEO Nancy Macharia has been nominated to chair the Murang’a County Public Service Board, weeks after her tenure at the helm of the teachers commission ended.

In a notice dated June 18, 2025, addressed to the Murang’a County Assembly, Governor Irungu Kang’ata proposed Macharia among four others for appointments to the County Public Service Board.

“Pursuant to Section 6 of the Public Appointments (County Assemblies Approval) Act 2017 and Section 58A (7) of the County Governments Act, 2012, vide a letter Ref. MCG/CS/GOV/ST/2(162) dated June 10, 2025, the County Assembly received notification that Governor of Murang’a County Government Dr Irungu Kang’ata has nominated the following as Chairperson, Members and Secretary to the Murang’a County Public Service Board,” reads the message presented to the Assembly.

The list of nominees is as follows:

1. Dr Nancy Njeri Macharia – Chairperson

2. Dr Louis Mwende Musikali – Member

3. Johnson Kang’ethe Kinyua – Member

4. Dr Brian Lishenga Makamu – Member

5. Oscar Kimani Gathura – Secretary

The Assembly was further informed that the names had been submitted to the Governance, Labour and Social Welfare, and Justice and Legal Affairs Committee in line with Standing Order 47 for vetting.

“The committee shall hold an approval hearing/vetting on the suitability of the nominees to hold office and table its report before the Assembly for consideration,” read the notice.

The Assembly is expected to consider each nomination within 21 days from June 17, 2025.

If approved, Macharia will transition into her new role at the county level after nearly a decade of leading the Teachers Service Commission.

TSC recently appointed Eveleen Mitei as Acting CEO to replace Macharia.

Mitei, who currently serves as Deputy Head of the Human Resources Directorate and oversees the HRM Division, was named in an internal memo dated June 1, 2025.

However, the recruitment was suspended after the Employment and Labour Relations Court stopped the process pending determination of a petition filed by Thomas Oyugi, who challenged the legality and constitutionality of the process.

Justice Ocharo Kebira, who presided over the matter, certified the petition as urgent and issued interim orders halting the recruitment.

In his suit, Oyugi claimed that the recruitment process was marred by constitutional breaches and discriminatory criteria that undermined fairness and equal opportunity.

The court said it will consider the merits of the petition before determining the next steps in the recruitment process.
