Aden Duale moved to Environment as Soipan Tuya takes Defence Ministry

President William Ruto has made further changes to his Cabinet nominees, with Soipan Tuya taking over the Defence Ministry and Aden Duale moving to the Ministry of Environment.

This is according to a communication sent to the Speaker of the National Assembly, Moses Wetangula, in which President William Ruto communicated the changes.

During the plenary session on Tuesday afternoon, the Speaker communicated the names of the 11 cabinet secretary nominees chosen by President Ruto.

The names have been referred to the Committee on Appointments, which will vet and table a report on the nominees within 28 days.

In response to Members of Parliament who were reacting to the changes, Speaker Wetang’ula made it clear that the communication was from the Executive Office of the President and was signed by the Head of State. He noted that the President was at liberty to make any changes.

“The communication has the President's signature and is from the head of public service,” Wetang’ula said.

“The President like anybody else, has the right to change his mind. What is important is the record that comes to this house and the record that arrived in this house,” he added.

The 11 Cabinet nominees now await vetting by the National Assembly.

After vetting the committee tables a report of every cabinet nominee, and recommends the house approve or reject them.

Upon appointment, each Cabinet Secretary takes office after swearing or affirming allegiance to the people and the Republic of Kenya, pledging obedience to the Constitution as outlined in the Third Schedule.

Aden Duale expressed gratitude for his new appointment, saying, "I am grateful to President William Ruto for reassigning me from the Defence Ministry to the Ministry of Environment, Climate Change, and Forestry."

He added, "I look forward to serving in my new portfolio and ensuring the focus is on sustainable environmental management, combating climate change, and promoting reforestation and conservation efforts."

Duale has served in the Defence Ministry since October 2022 until the recent cabinet dissolution by President Ruto, which was triggered by countrywide demonstrations. His recent reappointment had been celebrated in Eastleigh and Garissa, where local communities welcomed his return to the Defence Ministry.

In Garissa, elders and peace committee chairpersons from various sub-counties had viewed Duale's reappointment to Defence, before the recent changes, as a step towards strengthening government efforts to restore peace and security within and along troubled border areas. 

Dubat Ali Amey, Chairman of the Kenya Livestock Marketing Council, noted that the president's decision to reappoint Duale indicated trust and confidence in his capabilities. 

"We are not taking for granted this kind of gesture from the president who decided to reappoint him and retain him in the defence docket," said Dubat.

Osman Ibrahim, the Chairman of the Dadaab Sub-County Peace Committee, expressed similar sentiments. He highlighted Duale's active role in restoring peace along the Kenya-Somali border, an area infiltrated by Al-Shabaab, and in the troubled North Rift region.

Koliye Abdi Haji, a community elder, shared the community's concern over Duale's fate, noting that Duale had sacrificed his political seat to serve in the cabinet. Aden Duale was re-elected as Garissa Township Member of Parliament in the 2022 general elections before he resigned to join President Ruto's cabinet. 

As Duale prepares for his new role, the focus will shift to how he plans to address the pressing environmental issues facing the country. Meanwhile, Soipan Tunya, the new Cabinet Secretary of Defence, will step into a role that demands strategic leadership in maintaining national security and addressing regional threats.
